Yes, we currently accept payment of real estate property tax, excise tax, and sewer fees and / or assessments. Payment can be made either by Mastercard or Visa credit cards. A processing fee will be assessed for all credit card payments.

Yes, interest is assessed at a rate of 12% per annum from the due date of the bill. If any payment is received late the taxpayer relinquishes the privilege of payment in quarterly installments and the balance becomes payable in full. The penalty interest will be calculated on the full balance due.

According to RIGL 44-34 a person who does not receive a bill is still liable for the excise plus any charges. Address records for auto excise taxes are maintained by RI Division of Motor Vehicles (RIDMV). Therefore, it is very important to keep the RIDMV, informed of a current name and address so that excise bills can be delivered properly. All owners of motor vehicles must pay excise tax; therefore it is the responsibility of the owner to contact the local assessor if they have not received a bill. The mailing of all excise tax bills happens in July of each year.

You should not be paying more than one Town for the same time period. You are taxed according to the address that is listed on your registration, not your current residence. Motor Vehicle taxes are for the prior calendar year. You will be responsible for the tax bill in Lincoln until you change your address on your registration. In order to avoid being charged for taxes at your old address or if you plan to move soon, you must file a change of address with RIDMV. The form can be obtained at your local DMV office.

Motor Vehicle Tax bills are based on your RI DMV registration for the prior calendar year. Taxes are assessed on the registration. You must return your registered plates to the RI DMV in order to stop the assessment.

All invoices submitted to the Town must follow the following process: The department paying the invoice must submit a purchase order to the Purchasing Agent; the Finance Director then confirms that funds are available and submits the purchase orders to the Town Council. The Town Council meets on the third Tuesday of the month. When purchase orders are approved by the Town Council, the Finance Director issues the checks. You should track the invoice through the department you submitted it to in the first place.

The average turnaround time for a municipal lien request is 48 hours from the time of request receipt and payment. However, during periods of heavy volume it could be slightly longer.

The Collector’s office posts receipts daily and municipal lien certificates are calculated to the day they are printed. The MLC is good for 60 days. You may call the Collector’s Office within that time to confirm the status on the MLC.

An Internal Posting means that only union employees who presently work for the Town may apply for the position. After the posting time has ended, a help-wanted ad is placed in the newspaper and any individual may apply for the position. This process is part of the union contract agreement.

The Town uses the following process: Each ad has an open and close date, which is typically 7-10 days in duration. This means that an individual has a week to ten days to mail in her/his resume and cover letter. Once the ad closes, the list of all applying candidates is reviewed by the Town Administrator, Personnel Director, and Director of the Department that has the vacancy. The responsibility of the above committee is to review the credentials of all applications and decide on the number of individuals who will be asked for an interview. These candidates are notified and a mutually convenient interview time is arranged. Once the interviews are complete, the committee selects the best-qualified candidate(s) for the position. Once all references are checked and a police background investigation has been done, plus any testing that may be necessary, the selected candidate is officially offered the position. All other applicants are notified by a regret / thank you letter.
